Arthur Edward Waite (1857–1942) was a British mystic and scholar of occultism, and a prominent member of the Hermetic Order of the Golden Dawn. In 1909, he commissioned fellow Golden Dawn member Pamela Colman Smith (1878–1951) to design a fully illustrated 78-card tarot deck — the first of its kind to give every card, including the Minor Arcana, its own complete narrative scene.
