For dressing grinding wheels when new and to restore the sharpness when it has become loaded or dulled with the material being ground.
As you grind the wheel gets loaded (clogged with workpiece material) or loses its sharpness becoming dull - pressing a dressing stick against the spinning wheel breaks away glazed / bonded material, exposing fresh sharp grain, restoring the cutting edge.
A dressing stick is not designed to change the shape of the wheel.
